    How is a student identified as an English Language Learner?

     

    Upon registration, parents or guardians fill out a form entitled, “Home Language Survey.”  If the HLS indicates that the student’s first language is not English or that a language other than English is spoken in the home, that student is considered to be a PHLOTE  (one whose primary or home language is other than English).

     

     

    All PHLOTEs must be assessed for English language proficiency in the domains of Listening, Speaking, Reading and Writing, unless they meet two of the following conditions:

     

    1.   the student has scores on a district-wide assessment that are comparable to Basic or better on the PSSA;

     

    2.   the student has scores of Basic or better on the PSSA in Reading, Writing and Math;

     

    3.   the student is transferring from another North American school and the student’s records from the most recent school year show grades of B or better in their core subjects taught completely in English.  This applies to students in grades 2-12.



    Public Schools within the state of Pennsylvania are required to use the WIDA-ACCESS Placement Assessment to identify English Language Learners.
